Last year, Singapore-based television channel News Asia also introduced the festival in one of its programs, "One in a Million", as the festival was reviewed 109 times on news programs in 24 countries. Hwacheon, which is located in Gangwon Province, is known as the city of ice. With a population of only 25,000, this area is located right next to the North Korean border.

More than 90 percent of the geographical conditions of this area are mountains and rivers or lakes, while the population occupies only 3% of the total area of ​​this area. Given its proximity to North Korea, this area tends to be like a military city, so the government has prohibited any development or expansion. Just a 20-minute walk allows visitors to tour the entire "downtown" area of ​​this area.

Soldiers who are on vacation or soldiers visited by relatives are arguably the only things that "turn on" the only area in South Korea that does not have a four-lane road. Political and geographic conditions require local residents to make a living directly through nature.
